From a self-serving institution to serving the citizen

Bureaucracy the backbone of governance handles policy execution, public service delivery, renders policy advice and manages crises. Famously termed as ‘steel frame’ by Sardar Vallabhbhai Patel it owes its origin to the time of Cornwallis (1786-1793) and has undergone structural changes over the years to suit needs of the day. Its strength primarily lies in providing administrative stability and institutional memory when political leadership shifts as a consequence of popular peoples’ mandate. Executing the political will and translating the laws into welfare and development schemes and ensuring execution comprise the core functions.

The system, however, often comes for criticism due to its rigid adherence to rule book and established procedures. Bureaucrats are vulnerable to criticism for lack of performance – linked evaluation and political interference. Available information suggests that only 3% of bureaucrats face reviews linked to KPI (Key Performance Indicators) and promotions remain largely seniority-driven. This fosters complacency and indifference. The pervasive political interference in the form of transfers and postings and in some cases suspensions are weaponized to serve partisan political interests over public welfare. Decision making is many layered and heavily relies on complex procedures and paper-work causing huge delay affecting service delivery. This in turn forces the citizen to pay ‘transaction cost’, a euphemism for bribe. A citizen who is made to pay for services he is entitled to receive from state develops disaffection towards state, a phenomenon that weakens the loyalty of citizen to state and serves as a potential ground for gradual erosion of state sovereignty.

Recent initiatives however indicate a conscious attempt to overcome the criticism and infuse freshness into the system. A more role-based and citizen-friendly model of administration is introduced in place of ‘rule –based’ and control centric administration. Steps have been taken to professionalize administration by inducting domain experts from the private sector, public enterprises and academia bypassing traditional entry channels.  This is a clear shift from a generalist administration to specialist driven administration aligning technical capabilities with sector-specific departments. In addition a capacity building multi-layered and standardized training via a digital platform named iGOT-Karmayogi has been launched to deliver scalable learning modules covering technical and behavioural domains. Completion of mandatory competency-led courses and peer assessment on the iGOT platform is integrated into the APAR (Annual Performance Appraisal Report) of All-India Service Officers. Infusing technology driven e- Office Mission across ministries reduces the time taken by a file, prevents its physical blocking and de-layering.  Structural tools like e-Samiksha monitor high-tier infrastructure projects digitally. Faceless tax assessments and integrated web-portals cut-down direct physical   interactions between officer and citizen and significantly reduce opportunities for collusive or coercive corruption.

Notwithstanding the well-meant initiatives the possibility of gaps in implementation cannot be wished away. In vast and diverse country such as Bharat, service delivery may not reach the average citizen or may be delayed. In order to fill the gap an automated grievance redress system named CPGRAMS is offered as a platform to post complaints. It will direct the ministry concerned to redress citizen complaints. An independent oversight coupled with social audit shall make the reform truly comprehensive and meaningful.

In the ultimate analysis overhaul of bureaucracy is a multi-pronged project. While technology offers some solutions and helps overcome structural problems, a holistic reform shall include empowering  institutions. De-centralization of authority, empowerment of local bodies and raising a corpse of officials trained to respond to the citizens’ needs will make bureaucracy from being an agency exerting authority to one serving the citizen who is the very rationale for its creation.

Locked Doors of Democracy: Why the Common Man Cannot Meet His Own Representatives

An analytical report on the growing inaccessibility of elected representatives and bureaucrats to ordinary citizens, with Telangana as a case study

The Grievance

Democracy promises the citizen a simple right — that the person he elects, and the officer his taxes pay for, will be reachable when he has a genuine problem. In practice, that promise has quietly eroded. Across India, and starkly in Telangana, a common man with a legitimate grievance today finds it easier to petition a court than to secure five minutes with a Minister, MLA, MLC, Collector, or Secretary he is constitutionally entitled to approach.

The barriers are not written into any law. They exist in the informal architecture around power: gated residences, security cordons, appointment systems that function as gatekeeping rather than scheduling, and above all, personal staff — Personal Assistants (PAs), Private Secretaries (PS), and Officers on Special Duty (OSDs) — who have, in effect, become the final authority on who gets heard and who does not.

The Telangana Pattern

Telangana offers a textbook illustration of this breakdown, though the pattern is not unique to the state:

  1. The unregistered number problem. Calls from mobile numbers not already saved or “cleared” by the PA/PS office are routinely not picked up. A citizen calling for the first time — precisely the citizen most likely to have a genuine, unresolved grievance — is filtered out before the call even connects. There is no public, published, or standardised number that guarantees a response.
  2. No visible protocol for citizen visits. Unlike passport offices, RTOs, or even income tax departments — which have public grievance windows, token systems, and CPGRAMS-style tracking — the offices of the Chief Minister, Ministers, MLAs, and MLCs have no uniform, publicly known protocol for how an ordinary citizen may seek and secure an appointment. Access depends on who you know, not what your grievance is.
  3. Security is used as a proxy for exclusion. While genuine security concerns for high-functionaries are legitimate, in practice the security apparatus is often used loosely to turn away anyone without political connections, media credentials, or an “introduction,” rather than to screen for actual threats.
  4. No accountability layer. There is no mechanism that records how many citizens sought an appointment, how many were granted one, how many grievances were resolved, or how many calls went unanswered. Without data, there can be no audit — and without audit, there is no accountability. Neither the Lokayukta framework nor administrative reforms bodies currently track “citizen access to representatives” as a measurable governance indicator.
  5. Grievance redressal exists on paper, not in practice. Telangana, like most states, has grievance cells, “Prajavani”-type public darbars, or online portals. But these frequently become symbolic — a token weekly hour, a form submitted into a black box, with no visible tracking of resolution or even acknowledgment.

The cumulative effect is a citizen who has done nothing wrong except be without influence, money, or a “reference,” and who is consequently locked out of the very system meant to serve him.

Why This Matters

This is not a matter of inconvenience; it strikes at the foundation of representative democracy:

  • Erosion of the social contract. An elected representative’s legitimacy flows from being answerable to the electorate between elections, not merely visible during campaigns.
  • Breeding ground for corruption. When access itself becomes a scarce commodity, it is inevitably monetised — through intermediaries, “fixers,” and political brokers who charge a price for what should be a citizen’s free right.
  • Disproportionate harm to the poor. The wealthy and well-connected always find a side door. It is the daily-wage worker, the small farmer, and the first-generation graduate who are shut out entirely.
  • Undermines faith in institutions. Every citizen turned away without recourse becomes one more person who concludes that the system does not work for people like him — a corrosive belief that democracies cannot afford at scale.

The Way Forward: A Ten-Point Framework

A credible fix does not require new legislation before it can begin — much can be done through executive orders, departmental circulars, and self-regulation by political parties. The following framework is proposed:

  1. Mandatory Public Grievance Hour with Biometric/Token Registration. Every Minister, MLA, and MLC’s office should hold at least one fixed, publicised weekly “Janata Darbar” with a transparent, first-come token system (physical or app-based) — not a discretionary guest list.
  2. A Single State Helpline for Representative Access. A dedicated, toll-free number (distinct from PA/PS personal mobiles) that logs every citizen call, assigns a grievance number, and routes it to the concerned office — modelled on the 100/108 emergency number architecture, but for governance access.
  3. Statutory Duty on PAs/PSs to Log and Respond. Personal staff of public representatives should be brought under a service-conduct rule requiring them to log every call/visit request from a citizen (registered or not) and respond within a defined period (say, 72 hours), even if only to redirect the grievance to the appropriate department.
  4. Integration with CPGRAMS/state e-grievance portals. Every logged citizen contact should auto-generate a trackable ticket, visible to the citizen via SMS, so there is a documented trail — ending the current practice where an unanswered call simply disappears.
  5. Quarterly Public Disclosure of Access Data. Each Minister/MLA/MLC’s office should be required to publish (on the state assembly or district website) quarterly statistics: number of citizens who sought appointments, number granted, number of grievances resolved. Publication itself creates accountability without needing punitive powers.
  6. Independent Grievance Ombudsman for “Access Denial.” A category distinct from general grievances — where a citizen can specifically complain that he was denied a hearing or access — reviewed by the Lokayukta or a dedicated state Public Access Commissioner.

7. Digital-First Appointment System with No Discretionary Override. A standard online appointment booking system (similar to hospital OPD booking) where slots are allotted transparently, and any “VIP override” of the queue is logged and justified in writing.

8. Civil Society and Media as a Watchdog Layer. Empower local media, RTI activists, and civil society groups to periodically audit access data and publish “Accessibility Report Cards” for public representatives — creating reputational incentive for openness.

9. Training and Sensitisation of PAs/PSs. Personal staff should be formally trained to understand that their role is to facilitate, not obstruct, citizen access — with performance appraisal linked to responsiveness metrics, not merely to shielding the principal.

10. Political Party Self-Regulation. Parties in power and opposition alike should adopt an internal code of conduct committing their elected representatives to minimum access standards — turning this into a matter of political culture, not just administrative rule.

Conclusion

The common man’s grievance is not that his problem was not solved instantly — governance has genuine constraints of time and resources. His grievance is that he was never even heard, that a call from an unfamiliar number was not worth thirty seconds of a gatekeeper’s time, that no record exists of his attempt to be heard at all. This is a solvable problem — not one requiring vast resources, but one requiring institutional will to replace informal, opaque gatekeeping with a transparent, auditable, citizen-first process.

Telangana, with its stated ethos of Bangaru Telangana and its relatively young administrative institutions, is well placed to pioneer such reforms and set a template other state could follow. The test of a truly responsive government is not how well it serves those with access, but how easily it opens its doors to those without.
