FOOD ADULTERATION - A SERIOUS HEALTH ISSUE

Food adulteration has become a serious health hazard in the state especially in Hyderabad. Right from ‘7’ star hotels to road side eateries all are indulging in food
adulteration. The number of hotels and road side eateries are existing in large number in Hyderabad and the food safety officers who are supposed to check and control adulteration are not available on proportion to number of hotels and eateries.

Telangana state has only one food testing lab at Nacharam which is unable to cope up with the large number of samples coming for test. Added to it the lab has no proper facilities and required staff. As against the sanctioned staff of 78 posts, only 11 persons are working leaving 67 posts vacant.

We understand that Government of India has sanctioned 3 more food testing labs at Nizamabad, Mahaboobnagar and Warangal. For this purpose, funds are also released but the State Government is not taking action to establish 3 new labs utilizing the funds released by Government of India.

At present there is one mobile food testing lab in the State. Government of India has sanctioned five mobile food testing labs and funds are also released. So far only five vehicles are purchased and testing equipment if yet to be purchased and fitted in the vans. In this way the State Government is not able to utilize the funds released by Government of India and they are going to be lapsed.

Earlier it was proposed to create a cell at Collectors offices to receive complaints from citizens regarding food adulteration. This proposal has remained on paper only.

Forum for Good Governance requests the Hon’ble Chief Minister t take steps to appointment more number of food safety officers, 3 more labs and 5 mobile labs. It also requested to pull up the officials for not taking action and allowing the central funds to laps.

BAN ON SINGLE USE PLASTIC

Government of India instructed State Governments to prepare comprehensive Action plan to phase out single use plastics. Accordingly, Telangana State orders vide G.O. Ms. No. 40, E.F.S.&T department dated 1-7-2022.

The instructions contained in the said G.O. could not be implemented due to various reasons. Every department of Sate Government and Panchayat Raj institutions were made responsible to control the use of single use plastics (S.U.P.s). The G.O. did not leave the unsuspecting common man also. As per rule. XI (ii), the individual will be levied a penalty of Rs. 500/- for carrying banned single use plastic items such as Banners, Buntings, Flexies,
Flags, Plates, Cups, Spoons, Cling films, sheets used for spreading on dining tables and plastic carry bags less than 120 microns in thickness. How a common man knows the bags he is carrying is less than 120 microns. The G.O. is not realistic and not implementable. No department and local body have taken any action to implement the G.O. The better way to control the use of S.U.P. is to put a ban on manufacturing.

Indiscriminate and unregulated use of plastics, particularly S.U.P. is assuming alarming proposition in the states, whether it is in urban areas or rural areas, plastic carry bags, plates, tea cups etc, are found littered every where which ultimately find their way into
storm water drains sewage lines, chocking them leading to obstruction of flow of rainwater / sewage.

Plastic wastes which are thrown in Agriculture lands and other areas remain non-biodegradable for many years effecting the recharge of ground water and soil fertility resulting drop in food grain production.

Keeping the severe damage by the plastic, especially S.U.P. the state of Karnataka put a ban on manufacture, supply, store, transport, distribute and use of S.U.P. including the S.U.P. items made of Thermocol in entire state of Karnataka since there are alternatives made with biodegradable materials to S.U.P. are available. Many eastern states have also put a ban on production and use of S.U.P.

Forum for Good Governance requests the Hon’ble Chief Minister of Telangana to put a ban on manufacture and marketing of S.U.P. in the state of Telangana.

Commission at the cross-roads again

The High Court stay on declaring group -1 recruitment results did not come as a surprise. Ever since the marks memo and GRL (General Ranking List) was announced by the TGPSC (Telangana State Public Service Commission) the air was ominous .There was palpable unease in all sections concerned with the recruitment which gathered steam by the day eventually becoming more incisive and strident. Candidates who chose Telugu as their medium of examination were particularly not merely upset but were agitated with the marks awarded to them and the final ranks they were allotted or excluded from the GRL. The contentions raised before the High Court have lent further strength to aberrations that were aired widely. Specific among them are instances of wrong totaling, abnormal number of (rather near cent per cent) rank holders from Urdu medium, skewed number of high ranking candidates from
certain exam centers, choice of evaluators and disadvantage suffered by Telugu medium candidates.

The potential for impending problem lay in the very ratio (1:50) and the choice of evaluators for the main exam. Given that there were no recruitments for university and college teachers in the immediate past decade prudence should have guided the Commission to arrive at available qualified evaluators. Lack of assessment of required and qualified evaluators resulted in alleged sub-standard and rather perfunctory evaluation. It is also widely alleged that evaluation was done to meet certain deadlines. Critical analysis made by certain experts in the field of coaching for competitive exams also points to a
very disturbing fact that a mere less than five minutes was spent in evaluating a paper, given the
number of papers evaluated and time taken to announce results. On top of everything, observers point out that suitability of evaluators and quality of evaluation left much to be desired.

The stay on declaring final results ordered by the High Court in light of facts and circumstances placed before it could not have been more appropriate. This is not the first instance that happened in the history of recruitment by the Commission. It is not the first time either that the Commission conducted such exams. Sadly lessons from the past are not learnt resulting in recurrence of past mistakes. The brunt, however, has always been borne by the aspirants and at the cost of their prime youth.

As things stand it is well-nigh impossible to predict outcome of the litigation pending before the High Court. Should it end in scrapping the exam it is bound to cause unimaginable agony to the aspirants. Who will indemnify them against loss of time? Isn’t it time the Commission went into a huddle and introspected? In fact soon after assuming the office the Chairman and members visited UPSC to study their practices and processes. One wonders whether anything has been learnt!

Conversely perception of the government about the Commission, its autonomy and role must change. It should not be seen as a rehabilitation center to extend political patronage. Diligence in choosing members and the Chairman is of utmost importance. It may be pertinent to mention that not long ago appointment of certain members and their qualifications were questioned before the state High Court. Need one say more about the diligence exercised by the government? On the other hand, the Commission devoid of its financial and administrative autonomy looks up to the government for its sustenance reducing itself to that of a department.

Constitution does envisage a clear role and autonomy for Public Service Commissions. It is a sad commentary that their statutory autonomy is eroded. Conversely, inability to appreciate the intent of the constitution and lack of acumen to carry out the intent has been the bane of the Commission. The result is for us all to see. Poorly drafted recruitment notifications, misplaced trust in functionaries working in confidential sections, lack of checks and counter checks, lack of clarity in questions set by the examiners and lack of diligence in the choice of evaluators have characterized the conduct of exams. It is no surprise then that recruitments for long ran into rough weather, often facing the ire of aspirants and failing the scrutiny of judiciary raising questions about the much needed coordination between the government and the Commission. Whenever their actions are not aligned it is the Commission that found itself at the cross-roads. The latest stay by the Hon’ble High Court is one more in the long list of Commission finding itself at the cross-roads.
