The Alchemy of CURE, PURE, and RARE: Turning Slogans into a City
Telangana today speaks the language of confidence, sometimes even before its morning tea. The Telangana Vision Document reflects this bravado—global city dreams, a trillion-dollar economy, and Hyderabad projected as a peer of world capitals. Ambition is not the problem; unquestioned ambition is. The CURE–PURE–RARE vision is rhetorically attractive but conceptually weak and operationally vague. All three words revolve around the ‘economy’, completely ignoring society. Acronym-driven branding replaces clear definitions, metrics, and accountability. Despite claims of polycentric growth, development remains Primate city, Hyderabad-centric. Infrastructure-led equity is overstated, agrarian distress ignored, and peri-urban manufacturing risks dispossession and ecological stress. Markets substitute for public purpose, reducing society to an afterthought. Economic growth, detached from social development, becomes hollow.
The City That Ate the Countryside
Rural Telangana is not an unfinished city awaiting software updates. It is a living system shaped by land, tanks, crops, seasons, and social ties. Applying the logic of HITEC City to Medak or Mahabubnagar does not modernise these regions; it hollows them out. Land prices rise briskly, groundwater falls quietly, livelihoods weaken without alternatives, and migration accelerates. Development becomes a polite word for extraction.
Hyderabad(CURE) is projected as the engine of growth; the rest of the state, specially RARE zone is cast as its support system—supplying land, labour, food, and increasingly, water. The Outer Ring Road, and soon the RRR, have become invisible planning borders. Inside them, infrastructure multiplies. Outside them, borewells dry up, tanks silt over, and public services thin out. Growth is celebrated—but its geography is selective.
Big Numbers, Small Questions
The trillion-dollar dream seems impressive, but large numbers have a peculiar talent: they replace hard thinking. Albert Hirschman once warned against the “rhetoric of the big push,” where scale substitutes for sequencing, trade-offs, and realism. Telangana’s growth narrative displays similar confidence—that expansion will be smooth, linear, and politically neutral. It will not.
Climate stress alone should temper this optimism. Agriculture already struggles with erratic rainfall, degraded tanks, and groundwater depletion. Hyderabad’s water crisis is no longer theoretical; it arrives every summer in tankers, emergency pipelines, and anxious press briefings. Yet vision documents speak of uninterrupted growth, as though hydrology were an optional constraint. Many localities still lack continuous drinking water. Nature, unfortunately, does not read policy papers.
CURE: The Corporate Campus City
Hyderabad itself is increasingly planned like a corporate campus—efficient, enclosed, monitored, controlled. “Smart city” language dominates: neon lights, sensors, command centres and of course Pubs, Golf courses for the rich. But cities are not start-ups, and citizens are not users. A city must be judged by inclusion, not interface.
Informal habitations are cleared faster than they are rehabilitated. Affordable housing for lower and middle classes moves from one document to another without any realised goals. However, Gated enclaves proliferate with spreadsheet efficiency, while informal livelihoods—street vendors, service workers, small traders—are treated as encroachments rather than economic lifelines.
A successful Hyderabad(CURE) would be measured not by glass towers, but by access to affordable housing, ease of transportation, sanitation, dignified work and social equity. A socially and economically just city matters more than a smart one.
Lakes, Layouts, and Convenient Amnesia
Environmental governance reveals the sharpest contradictions. Lake restoration is celebrated—on banners. Yet lakes continue to vanish under layouts and construction. Buffer zones are diluted, stormwater channels erased, and every monsoon flood is labelled “unexpected,” as though rain were a recent invention.
Net-zero slogans ring hollow when concrete repeatedly defeats catchment logic. The Nizam built stormwater drains nearly a century ago—with less data and more wisdom. Today, with satellites and simulations, we somehow forget to prioritise drainage. In a water-stressed region, growth must learn restraint. Some activities simply cannot expand indefinitely. This is not anti-development; it is ecological common sense.
Planning Without People in PURE and RARE ZONES
Planning in Telangana has become increasingly technocratic. Data is abundant, consultants confident, presentations immaculate. Public participation, however, remains ceremonial. Gram Sabhas are formalities, social audits exist mostly on paper, and community consent is praised in speeches and avoided in decisions.
Data can assist planning, but it cannot replace field realities. Farmers losing access to tanks, slum dwellers pushed to distant peripheries, commuters trapped for hours—these are not anomalies. They are symptoms of systemic stress.
A Memory from Pencils and Patience
The Telangana Rising 2047 vision captures ambition and optimism. It also reveals overconfidence. By underplaying inequality, ecological limits, and institutional fragility, it risks becoming a technocratic dream—impressive, elegant, detached.
I recall a study conducted in the mid-1960s by Osmania University on Metropolitan Hyderabad. Planning then was done with pencils and patience. We classified the region modestly: an urban core, a zone of metropolitan influence, and a dependent hinterland supplying food, labour, and water.
Six decades later, despite GIS platforms and glossy vision documents, the structure remains familiar. The vocabulary has changed; the geography has not. Our study quietly informed its Master Plan—without slogans or hashtags. This raises an uncomfortable question: before today’s grand visions were announced, were comparable field studies undertaken? Or has planning become confident remembrance rather than fresh inquiry?
Ambition, Memory, and a Forgotten Footnote
This is not an argument against ambition, but for grounding it. The CURE cannot rise by draining its hinterland. Telangana cannot prosper by ignoring its limits. Development that moves too fast eventually trips over its own claims.
One small question, however, escaped even a trillion-dollar vision. Did the document consider what happens if Hyderabad one day becomes a Union Territory? Not prophecy—just budgeting. Revenues would politely travel to Delhi; expenditures would stubbornly remain. Telangana would retain responsibilities, lose receipts in federal irony. What is the future of RARE?
The vision is silent—perhaps assuming political geography is as permanent as its cover design. Like groundwater, this possibility appears to have been ignored.
Planning that accounts only for good news is not vision; it is optimism with graphics. Ambition is admirable. Amnesia is expensive.
If Telangana truly wishes to rise by 2047, it must slow down enough to remember—its ecology, its people, and its past. Otherwise, the vision will shine brightly on paper, while the city—unimpressed and unforgiving—continues to reveal the cost of forgetting.

Anti-Defection Law: The need to review the eligibility of disqualified legislators from contesting re-election
The 10th Schedule of the Constitution of India relating to the Anti-Defection Law was introduced in 1985 to curb the unethical defection by a member of a legislative body. It empowers the Speaker to disqualify a member who has switched his party allegiance to another political party. The Law has not set any time frame for passing orders on complaints of defection by the Speaker nor a provision is made barring the disqualified member to contest re-election.
The established legal position is that the Supreme Court has set time frame in specific cases in deciding disqualification petitions to prevent indefinite delays. The Supreme Court ruled in Shrimanth Balasaheb Patil v. Hon’ble Speaker, Karnataka Legislative Assembly that the Tenth Schedule does not remove the disqualified member’s right to contest re-election.
However, final verdicts in defection complaints are not being delivered within a reasonable period. The tainted members are holding their seats in the House even though their defection is patently obvious.
A member of a legislative body is chosen by a political party to contest on its symbol and elected as a representative of that political party with the support of millions of voters. The same elected member, for his selfish needs and giving a go-bye to the faith of millions of voters, is subsequently switching his loyalty shamelessly to the other political party.
The policy of switching political parties was first promoted in the State of Haryana as “Aayaram-Gayaram”. This is also popularly termed as “Cat on the Wall”. It is just a lame excuse of the defected member to claim that if he is in the ruling party, there is a greater chance of getting more funds for the development of the Constituency.
The common man’s opinion is that the defected member is only sticking to the ruling party to protect his illegally acquired assets from the inquiries of the Central Bureau of Investigation or other investigative agencies, or with an intention of getting an official berth or contracts. The law is meant to penalize defected legislators but many legislators do not mind if they do not abide by it.
The Constitution empowers the Speaker to disqualify a member for the remainder of his term if he comes to the conclusion that he has defected from the political party from which he was elected. While a disqualification petition is pending before the Speaker, a member may also voluntarily submit his resignation from membership. In both cases, same candidate like a washed pearl can contest the by-election or general election as a representative of the political party of his choice.
The Tenth Schedule is limited only to the disqualification of a member for a remainder term of the House. Because of deliberate omission of legal action other than disqualification, the Ayarams and Gayarams are turning the situation to their advantage.
In contrast, if an elected member is convicted of any of the offences mentioned in sections 8 to 10 of the Representation of the People Act, 1951, he is disqualified from contesting elections to the legislative bodies for a period of three to six years. Why is not there a similar law in the Constitution of India?
If a member is elected as a representative of a political party by the will of millions of voters and subsequently switches to another political party for his personal gains, he should not only be disqualified for the remainder term of the House but also should be disqualified from re-election for a certain number of years. The subsequent resignation by a defected member also shall meet the same fate.
Apart from that, the time frame to decide the defection complaint should also be brought through a Constitutional amendment. Only then these unethical defections be curbed and the mandate of the voters will be respected. Elected members will be held accountable to their constituents and that members of the ruling party will have little scope to join hands with the opposition to topple or destabilize the government. Simultaneously, the ruling party would not have the opportunity to entice or induce members of the opposition party.
Should a member, for any reason, find his party’s policies objectionable, he should resign, explain the reasons to the electorate in a fresh election and seek a new mandate according to the voters’ wishes. A fixed deadline would establish greater accountability in the anti-defection process. To bring about political reforms, constitutional amendments with reference to time limits and penal provisions are necessary.
